The draft of the cannabis law in Germany includes the following key points, as outlined in a press release from the Federal Ministry of Food and Agriculture:

1. Adults are allowed to privately grow up to three cannabis plants for personal use, and there is also permission for collective, non-commercial cultivation for personal use in cultivation associations or cooperatives.

2. Possession of up to 25 grams of cannabis will no longer be subject to penalties.

3. There will be a general ban on advertising and sponsorship for consumer cannabis and cultivation associations.

4. Cannabis consumption is prohibited within a 200-meter radius of the entrance area of cultivation associations, schools, children and youth facilities, playgrounds, as well as publicly accessible sports facilities.

5. Non-commercial cultivation associations may only collectively cultivate consumer cannabis with official permission and active involvement of the members for personal use. Strict legal conditions must be adhered to.

6. Cultivation associations are limited to a maximum of 500 members; members must be adults and have their residence or habitual residence in Germany.

7. Compliance with strict quantity, quality, and child and youth protection requirements is required, ensured through official supervision.

8. Limitation on the distribution of consumer cannabis in cultivation associations: distribution is only allowed to members, with a strict obligation to verify membership and age – a maximum of 25 grams per day / 50 grams per month.

9. Limitation on distribution to young adults between 18 and 21 years to 30 grams per month with a limit on the permissible THC content of 10 percent.

10. Distribution of consumer cannabis in controlled quality and only in pure form, i.e., marijuana or hashish.

11. Limited private cultivation for personal use with an obligation to protect privately grown consumer cannabis from access by children and adolescents, as well as third parties.

12. Strengthening prevention: Prevention measures by the Federal Center for Health Education (BZgA) as well as in cultivation associations; information and counseling by prevention officers with proven expertise and cooperation with local addiction counseling centers.
